Germany's Cannabis Clubs Are Open — But Bavaria Didn't Want to Know
Germany made history in 2024 when it passed the Cannabisgesetz — a law allowing adults to possess cannabis and form non-profit social clubs, known as Anbauvereinigungen, to cultivate and distribute it to members. It was a landmark moment. Germany, Europe's largest economy, had chosen a new path.
The rollout has been complicated.
The Clubs Are Growing
Applications to form clubs could be submitted from July 1, 2024. By the end of that year, around 83 clubs had received formal licences. By mid-2026, that number had grown to over 400. The first legal harvests were distributed to members in November 2024 — the first time in decades that anyone in Germany had legally received cannabis grown within the country.
Each club is capped at 500 members. Members must have lived in Germany for at least six months. Consumption on club premises is prohibited. Cannabis cannot be sold commercially. It is a cautious, controlled model — deliberately designed to keep profit motives out and public health in.
Bavaria Said No
Implementation across Germany has been deeply uneven. Conservative-led states, particularly Bavaria, were slow and hostile to the process. Bavaria reported zero approved clubs well into late 2024, despite receiving hundreds of applications. The Bavarian state government made clear it disapproved of the federal law and was in no hurry to implement it.
North Rhine-Westphalia and Lower Saxony moved faster and more openly. Thousands of applications nationwide remain stuck in processing queues as of mid-2026.
The Medical Market Boom
One thing that has moved quickly is Germany's medical cannabis market. Since the law changed, demand for prescribed cannabis has surged. In July 2026, a new health insurance law removed dried cannabis flower from mandatory reimbursement for many patients, pushing them toward a self-pay model. Patient advocates have raised concerns about affordability. The political fight over who gets access to medicine — and who pays for it — is very much ongoing.
Germany's experiment is messy, contested, and slow in parts. But it is real. The clubs exist. The harvests happened. The system is being built. That matters.
